Julie Murphy, Director of Colorado Oil and Gas Conservation Commission (COGCC), and Jeff Robbins, Chair of COGCC, came to present to the committee on the implementation on Senate Bill 19-181 which changed the mission of the COGCC from "fostering" oil and gas development to "regulating" in a manner that is protective of public health, welfare, safety, the environment, and wildlife resources.

COGCC brought a handout
to distribute to the committee (Attachment A). The presentation started
with an overview of how SB19-181 changed the COGCC and staffing adjustments.

The committee asked
a variety of questions regarding worker safety, emissions reporting, addressing
air pollution control within the Air Pollution Control Division, orphaned
and abandoned wells costs/financial assurance to plug, testing emissions
after wells have been plugged, long term costs for plugging wells, coal
mine methane seepage, natural seepage versus plugged wells, the duration
of the permitting process, resident complaints, collaboration with the
Colorado Department of Public Health and Environment, and off-ramps.
