Building Excellent Schools Today Prioritized List of Lease-Purchase Projects - Pass

Andy Stine, Director of Capital Construction
and Kathy Gebhardt, Chair, Capital Construction Assistance Board, both
representing the Colorado Department of Education, presented a prioritized
list of Building Excellent Schools Today (BEST) projects to be financed
through certificates of participation.  Committee members received
a fact sheet about the BEST program (Attachment A).  Mr. Stine gave
an update on the BEST program, including an overview of the projects funded
and revenue received.

Mr. Stine responded to committee questions
about the location of the proposed FY 2019-20 BEST projects.  He also
responded to questions about energy efficiency standards required in BEST
project construction.  Ms. Gebhardt also commented on the committee's
questions.

Committee discussion and questions ensued
on topics related to prioritizing BEST projects, making annual lease payments
for the certificates of participation, how need is assessed, and cash matches
for the program.
11:55:00 AM  
The committee discussed whether it could
delay the vote on the project list until its next meeting.  Mr. Stine
and Ms. Gebhardt responded to questions about possible consequences associated
with delaying committee action on the list.

Motion Approve the FY 2019-20 list of recommended Building Excellent Schools Today lease-purchase grants, including five renovation or replacement projects and two back-up projects.
