PUBLIC
BILL SUMMARY For HB24-1283

HOUSE COMMITTEE ON STATE, CIVIC, MILITARY, & VETERANS AFFAIRS
Date Mar 11, 2024
Location LSB A

HB24-1283 - Amended, referred to House Appropriations

02:21:08 PM
Representative Marvin
and Representative Willford, co-prime bill sponsors, presented House Bill
24-1283, concerning a requirement that the Secretary of State (SOS) review
a campaign finance complaint that arises out of a municipal campaign finance
matter under certain circumstances. Under current law, all municipal campaign
finance violation complaints must be filed with the clerk of the affected
municipality. The bill requires a clerk to refer a complaint to the SOS's
office if the municipality does not have a campaign finance complaint ordinance
and hearing process, or if the clerk determines that the clerk's review
of the complaint would create a conflict of interest for the clerk or the
clerk's staff. A clerk must do an administrative check to see if the complaint
was filed correctly before referring it to the SOS’s office.

Representative
Willford discussed amendment L.001 (Attachment A), which strikes everything
below the enacting clause. Representative Willford responded to questions
from the committee.

of Northglenn, testified in support of the bill. Aly Belknap, representing
