Amend the last bullet point of Topic 4 of Jail Staffing standards to say "When facilities do not have the ability to operate at adequate staffing levels over an extended period of time, they should conduct a staffing analysis in a manner that will allow the facility to meet the needs of their facility, the individuals experiencing incarceration, and the staff. Jails must also take all appropriate and available steps to remedy any staffing issues."
