Approve staff recommendation for the assets to be designated for the State Emergency Reserve for FY 2022-23, with one modification. Instead of transferring $38.8 million from the General Fund to the State Emergency Reserve Cash Fund, designate $38.8 million of the balance in the Controlled Maintenance Trust Fund as a part of the state emergency reserve for FY22-23. Further move tto include a provision in the JBC’s capital transfer bill to modify the provision that was added through last year’s capital transfer bill so that it no longer requires the $110 million balance to be appropriated in FY 2022-23.
