Representative K. Becker called the conference committee meeting on House Bill 16-1165 to order. She summarized House Bill 16-1165 and explained the disagreement between the House and Senate regarding mandating insurance companies to participate in a lien network program. Senator Crowder commented on mandatory participation and explained his Senate amendment. He expressed his support for a proposed committee report. Representative Landgraf commented on the lien payments. Committee members continued to discuss mandates on insurance companies. Representative Becker explained her proposed committee report and described the stakeholder process that lead to the report. Committee members commented on Representative Becker's proposed committee report.

Representative Landgraf suggested changing the implementation date in the proposed committee report from January 30, 2019, to January 30, 2018. The committee members concurred with the change. Representative Danielson proposed adding language to the bill to encourage insurance companies to participate in the lien network program. A short recess was taken.



Representative Becker called the meeting back to order. Jane Ritter, Office of Legislative Legal Services, distributed an updated committee report: CLHB1165.001 (Attachment A) with the requested changes. The members discussed the updated committee report.
