to order.  Representatives Hartsook and Lukins, prime sponsors, presented
House Bill 24-1013. The bill establishes crime victim programs in the 23rd
Judicial District. Representative Hartsook explained the effect of the
bill and discussed its need.  Representative Lukins provided further
input on the effect of the bill.

representing the Colorado District Attorneys' Council, testified in support
of the bill. Mr. John Kellner, representing the 18th Judicial District
Attorney's Office, testified in support of the bill. Mr. Dan Avery, representing
Douglas County, testified in support of the bill.

explained the effect of amendment L.001 (Attachment C).  Discussion
ensued regarding need for the amendment.  Jeremiah Barry, Office of
Legislative Legal Services, provided input on the amendment.
