Resilience Temporary Carbon Dioxide Regulation. The bill requires the state
to develop a geomagnetic storm contingency plan and prohibits the regulation
of carbon dioxide, as a pollutant.  Representative DeGraaf provided
the committee with a presentation on the bill (Attachment A).
