prime sponsor, presented House Bill 23-1022 concerning registration of
fleet vehicles that are part of rental vehicle fleets.  The bill allows
fleet vehicle operators to transfer license plates between fleet vehicles
with the Department of Revenue's authorization when a vehicle is transferred.
 In addition, the bill allows fleet operators to use third party vendors
to keep and manage license plates for registration, titling, and liens
for fleet vehicles.

delineator posts on a two-lane state highway.  The bill requires the
Department of Transportation to replace standard delineator post with flexible
