The following individuals provided an update to the task force related to the implementation of Senate Bill 19-006: - Theresa Szczurek, Executive Director for the Governor's Office of Information Technology (OIT); - Debbie Thibault, IT Director for the Colorado Department of Revenue (DOR) with OIT; - Scott McKimmy, Senior Director of the Business Innovation Group with DOR; and - Jon Gottsegen, Chief Data Officer and GIS Coordinator with OIT. A copy of the presentation can be found in Attachment A.

Jeff Hansen, City of Golden Finance Director, provided testimony to the task force related to the draft legislation.

Representative Kraft-Tharp provided introductory comments related to the consideration of the three draft bills.

Esther van Mourik, Office of Legislative Legal Services, provided an overview of Bill #1 - Concerning the Continuation of the Sales and Use Tax Simplification Task Force (Attachment B).



Ms. van Mourik responded to questions from the task force.

Matt Bishop, Legislative Council Staff, provided an overview of the fiscal note for Bill #1 (Attachment C).

The task force decided that Bill #1 would start in the House with Rep. Kraft-Tharp and Rep. Van Winkle listed as co-prime sponsors.  Sen. Tate will be the prime sponsor in the Senate.

Ms. van Mourik provided an overview of Bill #2 - Concerning the State's Geographic Information System Database for Sales and Use Tax Collection (Attachment F).

Meredith Moon, Legislative Council Staff, discussed the fiscal note for Bill #2 (Attachment G).

Ms. van Mourik described Amendment 1 to Bill #2 (Attachment H).  The amendment proposes combining Bill #2 and Bill #3 (Attachment I).



Task force discussion ensued related to Bill #2 and Bill #3.

Ms. Moon returned to the table to discuss the fiscal note for Bill #3 (Attachment J).
