Jayla Poppleton, Executive Director, Water Education Colorado, updated the committee on the recent activities of Water Education Colorado, including its Headwaters Magazine, Citizen Guides, Fresh Water News, Water Fluency Program, Water Leaders Program, past events, the statewide education action plan, and upcoming events and trainings.  Ms. Poppleton responded to committee questions.

Torie Jarvis, Northwest Colorado Council of Governments, updated the committee on the perspectives and challenges of Colorado's headwater region. She discussed defining characteristics, environmental and economic impacts, water quality, climate change, land use and water planning, tools to address challenges, and potential solutions.  Ms. Jarvis responded to committee questions.



Proposition DD: Legalization and Taxation of Sports Betting - Committee Discussion Only

Luisa Altmann, Amanda King, and Meredith Moon, Legislative Council Staff (LCS) updated the committee on the LCS voter information booklet analysis of Proposition DD concerning the legalization and taxation of sports betting (Attachment A). The panel responded to committee questions.  Matt Becker, LCS, addressed additional committee questions.

The committee came back to order.  Dr. Evan Thomas, Director, Mortenson Center at the University of Colorado, discussed new technologies to help monitor, meter, conserve, and trade water, including sensors, telemetry, and blockchain.
