a brief recess to see a mock-up of the fencing that was approved at the
August 20, 2021 committee meeting.

about next steps for the approval process for the fencing. The committee
discussed adjustments to the fence design.

the finial design, including a preference for a traditional triangular
design, rather than inclusion of the letter "C".

on a more delicate finial. If the letter "C" is used it

for the third floor of the JBC space in the Legislative Services
Building. Ms. Kampman provided a handout (Attachment A).

Biden Portrait - Committee Discussion Only

Ms. Chapman suggested
narrowing the list of artists to produce the Biden portrait. Members
were provided access to artist information prior to the meeting.

There was a discussion
about the number of artist responses and styles. A committee member
suggested forwarding comments to Ms. Chapman for tabulation. She
suggested that each member choose the top three artists tand send their
selections via email.

A discussion is still
necessary for payment of the artist and notifcation to the Capitlal Development
Committee. There was further discussion about the process, such as
interviews and more indepth information. Commitee member will provide
there top three choices to Ms. Chapman and Georgia Contiguglia will lead
a subcommittee to select the final artist. Ms. Contguglia will work
with Ms. Chapman. Representative Lontine shaired that $500 was raused
thus far, but there are potential donors that may provide funds.

a finalist name to complete the artwork for the May meeting. Several
members are needed for the subcommittee. Notify Ms. Chapman if you

Union Soldier Relocation - Committee Discussion Only

Kurt Morrison talked
about the relocation of the Civil War statue. He provided a proposed letter
to be provided to veteran's groups (Attachment B).

There was a discussion
about proposals and costs for re-locating the statue. The Department
of Veterans and Military Affairs (DMVA) has offered to pay for the cost
of moving the statue to their site. The letter solicits input. There
may be be other parties interested in hosting the statue. However,
parties must be able to move and place the statute appropriately.

about varied and sufficient input. Visitors to the Colorado History
Museum provided input about the soldier and location of the soldier.

There was a discussion about different locations and groups that may want the statue. Perhaps proposals should be taken from other groups. Greg Dorman with DVMA has a list of veterans groups statewide. The list could be used for input. But no other groups have been solicited.

to other DVMA locations. There was a discussion about the depth of
input. The plan is to work with DMVA using their contacts. The

Update General Rose Statue - Committee Discussion Only

Paul Shamon, representing
the General Maurice Rose Statue project, provided an update, including
a handout (Attachment C). Mr. Shamon said that $525,000 has been
raised so far, with additional funds perhaps needed for the walkway to
the statute. Mr. Shamon requested funding from the committee. He
indicated that the statue should be complete by July 1, 2022. The
group is in the process of selecting a contractor, hopefully by March 15,
2022, that would be responsible for installation of the statue and improvements
to the site.

There was a discussion
about the writing on the statue, including consultation with an historian.
Mr. Shamon indicated that Marshall Fogel worked on this part of the
project and that History Colorado is reviewing the information. Dawn
DiPrince confirmed that Dr. Chris Irvings, curator of military history,
is working with Mr. Fogel. There was discussion about the significant
accomplishments section, including the ongoing mention of Germany and Napolean.

about using the word "Nazi" with Germany. Ms. DiPrince
offered to work on the sensitivity of the language.

Mr. Shamon talked
about plans for unveiling the statue on the morning of August 1, 2022,
as well as activities with History Colorado, including articles and a podcast.
In addition, QR code will be created for display on or near the statue.

Election Certificate - Committee Discussion Only

Aly Jabrockie, State
Archivisted, provided an update on her recommendations related to the election
certificate. The first option is to display the original under UV
protective. The second option discussed included a high quality reporduction
where there would be no concerns about lighting.
Options for storage
were also discussed, including in the Capitol in an archivally sound box
or permanent transfer to State Archives at no cost for continued care where
it would be available for individuals to see. A final option is to
transfer the document to State Archives Records Center for storage in the
Governor's vault which is temperature controlled. There will be a
storage fee of $3 per box, per month. In the final option the committee
retains custodianship.

a brief history of the election certificate. There was a discussion
about displaying the item. There was a discussion about creating
a high resolution scan and giving the original document to State Archives
to preserve.

Amanda Clapham provided
an update from visitor services, including Gold Fund balance, activites
to maintain and update Mr. Brown's Attic, and history and education activites.
The Gold Fund balance is $32,177.91 (Attachment D). Ms. Clapham
talked about a rotating exhibit space. She also provided an update
on the bags that the committee approved last year for the gift shop. The
Visitor Center is working with graphic designer to create line drawing
and high resolution photography to produce the women's gold tapestry design
that was approved by the committee.

Colorado Day festivities
include a Colorado specific art show and Colorado city, town, and landscapes.
The center is working with Creative Industries to print a schedule
of events for the year on handheld fans. Ms. Clapham talked about
Mr. Brown's Attic exhibit, including rotating exhibits, Native history,
and a women exhibit.

Ms. Chapman provided
a staff update, including information about SB22-012 regarding display
of the Colorado Constitution. Senator Moreno provided more information
and suggested that the committee engage with the bill sponsor to ensure
that the bill includes the appropriate information.
Ms. Chapman provided an update on the Maestas exhibit, to be set up across
from the visitor's services desk at a date to be determined, hopefully
in the next few weeks. Representative Lontine suggested an announcement
about the exhibit installation. Ms. Chapman will provide the exhibit
date to Senator Moreno, Representative Lontine, and Senator Simpson.
