09:00 AM -- Overview of FY 2018-19 Capital Construction Requests



The committee was called to order. A quorum was present. Kori Donaldson and Matt Becker, Legislative Council Staff, provided an overview of the FY 2018-19 capital construction requests, and the projected revenue available for capital projects. Committee members received a binder containing written descriptions of the FY 2018-19 capital requests, along with a number of supporting documents, prepared by Legislative Council Staff. (As noted above, these documents can be found on the committee website.) Ms. Donaldson explained the order of events for the three days of committee hearings. Mr. Becker briefed the committee on the capital projects and amount of money required for the projects. Ms. Donaldson responded to questions regarding the cost for the Colorado State University (CSU) Shepardson Building Renovation and Expansion project. Ms. Donaldson discussed some supporting documents contained in the capital construction binder, including a cover page for each state department and higher education institution that provides background information on capital requests and recent capital spending for the department and institution. She also explained the contents of the write-ups for each capital construction request, and the five-year projection of need for each of the departments and institutions.

Ms. Donaldson responded to questions regarding the controlled maintenance request totals found on the five-year projections of need, provided an overview of a document in the binder that lists the FY 2018-19 capital projects in the Office of State Planning and Budgeting (OSPB) order of priority. She also discussed a separate priority list in the binder that provides staff notes on the projects, and noted certain projects with special circumstances. Discussion ensued regarding the cost of the Colorado Mesa University Electric Lineworker Building project. Ms. Donaldson discussed a document in the binder that shows the estimated future annual controlled maintenance obligations for the FY 2018-19 capital requests. Discussion followed regarding the use of this document by state departments and higher education institutions.

Ms. Donaldson responded to a question regarding the timetable for the committee's prioritization of FY 2018-19 capital projects. Discussion ensued regarding additional documents in the capital construction binder, including a vacant facilities report generated by the Office of the State Architect (https://www.colorado.gov/pacific/osa/vacant-facilities). Discussion followed regarding the facility condition index measurement for state-owned buildings and its relationship with the useful life of a building.
