The committee was
called to order. A quorum was present. Doug Vilsack, Assistant
Director for Parks, Wildlife and Lands at Colorado Parks and Wildlife (CPW),
presented on CPW's supplemental request. Committee members received a written
description of the request, prepared by Legislative Council Staff (Attachment
A). Mr. Vilsack provided an overview of the request and discussed
its need. Mr. Vilsack responded to questions regarding the need for
additional money for Fisher's Peak State Park, and work that needs to be
done to open the park. Discussion ensued regarding delays in opening
the park, and expected revenue from the sale of hunting and fishing licenses.

Rhonda Boeger-Linder,
Architecture & Planning Manager at Colorado Department of Corrections
(DOC), Ruth Coffman, DOC Deputy Executive Director, and Jason Lengerich,
Warden of Buena Vista Correction Complex, presented the Department of Corrections
supplemental request for the Buena Vista Correction Complex Take TWO Expansion
project. Committee members received a written description of the request,
prepared by Legislative Council Staff (Attachment B). Ms. Boger-Linder
provided an overview of the project. Mr. Lengerich discussed the Take TWO
program. Ms. Coffman responded to questions regarding the need to approve
the project as a supplemental request rather than a regular capital request.
Ms. Boger-Linder provided additional details on the project's timeline,
and how the building will be used. Ms. Coffman and Mr. Lengerich discussed
the program in further detail.

provided an overview of Capitol Annex Sewer Venting Repair Capital Renewal
project. Mr. Follenweider responded to questions regarding the ability
to include restroom repair in the scope of the project. Mr. Rick Lee, Director
of Capital Assets for DPA, provided input on these questions.

Senator Sonnenberg
made some comments about the CPW Increase State Park Access supplemental
request. Senator Fields made some follow-up remarks on this issue.
Discussion ensued on the project, and its budgetary implications.
Ms. Vanessa Reilly, Legislative Council Staff, discussed some changes
made by the Office of State Planning and Budgeting (OSPB) to their FY 2021-22
capital construction priorities. Committee members received a new
priorities list (Attachment H). Ms. Reilly discussed the committee's
schedule for early February. Discussion followed regarding the new
amount of funding recommended by OSPB.
