The committee was
called to order. A quorum was present. Dr. Cheryl Lovell, President,
Kevin Daniel, Executive Director of Infrastructure & Resources, and
Bruce Del Tondo, Director of Construction Management, Adams State University
(ASU), presented a supplemental request for the Plachy Hall HVAC Upgrade
and Replacement (Capital Renewal) project. Committee members received a
write-up on the request from Legislative Council Staff, which is included
as Attachment A.
Cheri Gerou, State Architect, provided input on the capital process, and
when Long Bill money becomes available. Discussion ensued regarding
the timing of the supplemental request. Mr. Del Tondo responded to
questions regarding the bidding process for the project. Dr. Lovell
provided input regarding how to keep project costs down as it relates to
the bidding process.

Bo Pogue, Legislative
Council Staff explained Colorado State University's (CSU) request for a
project scope change. Mr. Pogue explained that CSU hopes to expand the
scope of a controlled maintenance project using cost savings. When
a department/institution wishes to use cost savings to enhance a project,
it usually brings a supplemental request to the committee to expand the
project scope. In this case, none of the usual rules apply since
the project was funded through Senate Bill 17-267 rather than the Long
Bill. Thus, any cost savings are not required to revert to the Capital
Construction Fund. Mr. Pogue noted that the State Architect in is favor
of approving this request.
