Overview of FY 2018-19 Budget Requests - Committee Discussion Only

Rep. Singer, chair, called the committee to order.  A quorum was present

Mr. Matt Becker, Legislative Council Staff, came to the table to discuss the FY 2018-19 information technology (IT) budget requests.



Governor's Office of State Planning and Budgeting - Committee Discussion Only

Director Henry Sobanet, representing the Governor's Office of State Planning and Budgeting, came to the table to discuss the office's budgetary and prioritization process. He also discussed the state's overall budgetary needs, as well as the Governor's recommendation for seven IT projects.  In response to a committee question, Director Sobanet discussed the financial timeline for the Human Resources Information System project.

Mr. Andrew Rauch, representing the Colorado Department of Higher Education, came to the table to introduce the department's FY 2018-19 IT budget requests. He discussed the department's process for determining project and budgetary needs.



Department of Human Services - Committee Discussion Only

Ms. Sarah Wager, representing the Department of Human Services (DHS), came to the table to discuss the department's Interoperability project. She distributed a copy of her presentation to the committee [Attachment A]. The department requests state and federal funds spending authority for the fourth-phase of a five-phase project to streamline and improve the exchange of information across multiple state IT systems.

Ms. Sarah Nelson, representing DHS, came to the table to answer a committee question regarding the department's work with the counties. She also discussed the project's stakeholder engagement process.



Colorado Parks and Wildlife - Committee Discussion Only

Ms. Heather Dugan, representing the Department of Parks and Wildlife (CPW), came to the table to give an overview of the department's FY 2018-19 IT budget request. CPW is requesting cash funds spending authority to replace its two existing law enforcement records systems with a single records management system, known as RAMS. In response to a committee question, Ms. Dugan discussed how the merger of parks and wildlife has effected CPW's law enforcement practices.

In response to a committee question, Ms. Dugan stated that CPW is still determining whether to use an off-the-shelf system or a software-as-a-service system.

Ms. Marcia Bohannon, representing the Colorado Department of Education (CDE), came to the table to discuss the department's FY 2018-19 IT budget request. CDE is requesting state funds for three major components to update its information management systems: (1) infrastructure maintenance; (2) security infrastructure and data privacy improvements; and (3) improved public and district data reporting and other improvements. She distributed a handout the committee [Attachment B].

In response to a committee question, Ms. Bohannon discussed CDE's compliance with federal government regulations. She also discussed the department's need for additional full-time equivalents (FTE).

Mr. Michael Shea and Mr. David McCurdy, representing the Governor's Office of Information Technology, came to the table to discuss a possible bill draft for the continuation of the Government Data Advisory Board.

Mr. McCurdy continued by addressing several committee questions regarding the work of the board. The committee discussed the possibility of a future presentation from the board. Committee discussion ensued.
