Representative Singer, chair, called the meeting to order.  A quorum was present.

Mr. Jack Arrowsmith, representing the Colorado Statewide Internet Portal Authority (SIPA), came to the table to provide an update on SIPA's activities.  He distributed a packet of information to the committee [Attachment A].  Attachment A is available upon request through Legislative Council staff.  He continued by discussing the services that SIPA performs for state and local governments.

Ms. Catherine Kunst, representing SIPA, came to the table to answer questions regarding SIPA's financial statements and its micro-grant program.  Mr. Arrowsmith continued by discussing the Whispli software product.  He also discussed a potential egovernment economic impact study that will be conducted by SIPA.

Mr. Fred Sargeson, representing Colorado Interactive, came to the table to answer a committee questions about a egovernment study conducted in Utah.



Prioritization of FY 2018-19 Projects - Recommend FY 2018-19 IT Capital Budget Requests to JBC

Mr. Matt Becker, Legislative Council Staff, came to the table discuss the FY 2018-19 information technology capital budget request prioritization process.  Committee discussion ensued.

Mr. Patrick Brodhead, representing the Colorado Community College System, came to the table to address committee questions regarding several community colleges' IT capital budget requests.  He discussed the prioritization process CCCS undergoes to determine project priority. Committee discussion ensued.

Mr. Michael Shea, representing the Governor's Office of Information Technology, came to the table to discuss potential legislation.  Mr. Jon Gottsegen, representing the Government Data Advisory Board, came to the table to answer committee questions.  Ms. Nicole Myers, Legislative Legal Services, came to the table to answer committee questions about the draft bill.
