Major Means talked about the team's emphasis on training and protection of First Amendment rights. 09:19:08 AM Upgrades to the Legislative Services Building (LSB) were discussed, including a magnatometer and additional staff. 09:19:39 AM Major Means briefly discussed upgrades to the capitol building. 09:20:10 AM Security for LSB was discussed, including that CSP would provide security beginning in mid November. 09:21:02 AM Major Means answered response time questions. 09:22:12 AM Major Means addressed questions about sharing information between agencies. 09:22:35 AM Major Means answered questions about attorney consultation, conceal to carry permits at the capitol, and accessibility for evacuation. Presentation Division of Homeland Security and Emergency Management - Committee Discussion Only 09:27:43 AM Kevin Klein, Director of Homeland Security and Emergency Management, provided information about the division. He mentioned that the Continuity of Operations Planning Division may be able to help the committee with updates to the plan. Director Klein talked about the Colorado Information Analysis Center which links intel from federal intelligence with Capitol security. He discussed threat monitoring using social media and other reports. Director Klein mentioned that there are 500 threat liaison officers working with local law enforcement and other individuals, monitoring critical infrastructure. 09:29:43 AM Director Klein talked about the Fusion Center, where different agencies share intel, such as the Federal Bureau of Investigations, the Environmental Protection Agency, law enforcement, or the Department of Homeland Security. The center monitors threats to elected officials and provides needed information. The Election Security Task Force provides for election security, including securing local drop boxes and helping with cyber security on election night. Disaster Plan Review - Committee Discussion Only 09:32:33 AM There was a discussion about continuity of operations plans or disaster plans, including any updates. 09:33:18 AM President Fenberg mentioned that the executive summary and appendices may be outdated. He discussed changes to Joint Rule 44. 09:34:19 AM Secretary of the Senate, Cindi Markwell, indicated that the Senate plan was updated this year and is typically updated each year. 09:34:58 AM Chief Clerk Robin Jones, representing the House or Representatives, mentioned that their plan may need to be updated. He indicated that he will work on updating the plan. 09:35:45 AM President Fenberg mentioned that the committee will discuss the update process so that updates are saved in the proper location and provided to staff. 09:36:11 AM Director Carolyn Kampman, representing the Joint Budget Committee (JBC), said that the JBC plan was updated in March 2020. Director Kampman mentioned that the JBC's goal is to update the plan annually. She mentioned that the template for the plan may be cumbersome for smaller agencies. Director Kampman indicated that the most important part of the plan is the information technology component, due to remote work. 09:37:34 AM Research Manager Cathy Eslinger, representing Legislative Council Staff (LCS), said that LCS will look at updates. 09:38:01 AM Nicole Myers, representing the Office of Legislative Legal Services (OLLS), mentioned that OLLS will update their plan. 09:38:21 AM Jenny Page, representing the Office of the State Auditor (OSA), mentioned that there are internal plans and policies at OSA. She said that the information will be consolidated into a plan. 09:38:42 AM Deputy Director Manish Jani, representing Legislative Council Staff Information Technology, said that information technology has a separate plan that they continue to refine. He indicated that additional changes will be incorporated into the plan. 09:39:14 AM President Fenberg asked that individual agencies provide updated continuity of operations plans to Ms. Bernard. Ms. Bernard will update to summary, reflecting updated agency plans, changes to Joint Rule 44, and remote business practices. The committee will meet again to approve the consolidated plans. 09:42:04 AM President Fenberg indicated that the next committee meeting will be scheduled during the first couple of months of the 2023 session. He asked agencies to make upates to their plans by late January. Ms. Bernard will email committee members with a timeline for updates and the next meeting. 09:43:40 AM The committee adjourned.
