02:00 PM -- Confirmation of Transportation Commission Members



Kathy Connell of Steamboat Springs explained why she wants to continue serving on the Transportation Commission (TC) as its chair. Nolan Schriner of Colorado Springs discussed his reasons for wanting to begin serving on the TC. Heather Barry of Westminster, Kathy Gilliland of Livermore, Ed Peterson of Lakewood, and Steve Hofmeister of Haxtun spoke about their service as commissioners. Members of the committee were provided with a confirmation packet (Attachment A).

02:43 PM -- SB16-100



Senator Jahn, prime sponsor, presented Senate Bill 16-100. The bill requires that a county receive consent from a majority of municipalities in the county prior to reducing the county road and bridge fund mill levy. If a majority of municipalities do not approve of the reduction, the county is required to make an additional payment to municipalities to compensate for the reduction in road and bridge fund mill levy. Senator Jahn distributed a number of handouts (Attachments B through F).

The committee returned to order. Senator Garcia, prime sponsor, presented Senate Bill 16-109. The bill requires the Colorado State Patrol (CSP) to present a plan to the Capital Development Committee (CDC) no later than July 1, 2016, detailing how it will identify its capital needs in Pueblo. The plan must explain the involvement of the Office of the State Architect, the Governor's Office of State Planning and Budgeting, and the Colorado Department of Transportation (CDOT) in determining how to best address CSP's capital needs.



The bill also requires CSP to submit a program plan no later than November 1, 2017, that identifies the capital needs and projected costs for a state patrol facility in Pueblo. The plan must be for a new building or to collocate CSP functions in a new CDOT Region 2 headquarters building.

The committee returned to order. Senator Hill, prime sponsor, presented House Bill 16-1053. The bill requires the Division of Oil and Public Safety in the Department of Labor and Employment to promulgate rules concerning the retail sale of hydrogen fuel for vehicles by January 1, 2017. The rules must establish minimum design, construction, location, installation, and operation standards, conforming to the minimum standards prescribed in the National Fire Protection Association's national fire code. The rules may also establish fees to offset the administrative costs incurred by the division. The division is required to begin enforcing the rules on July 1, 2017.
