Legislative Council Staff publish several analyses of legislation introduced by the state legislature. These bill-related analyses include:
HB 19-1188 requires Legislative Council Staff to prepare greenhouse gas emissions reports for up to 20 bills each year starting with the 2020 legislative session. Greenhouse gas emissions reports estimate whether a bill is likely to directly cause a net increase or decrease in greenhouse gas emissions over a 10-year period. The reports will identify new sources of greenhouse gas emissions, any increase or decrease in emissions from existing sources, and any impacts on sequestration of emissions.
HB 19-1184 requires Legislative Council Staff to prepare demographic analyses for up to 20 bills each year starting with the 2020 legislative session.
