Mail Ballots Opt-out & Provide 24-hour Drop Boxes

Concerning mail ballots, and, in connection therewith, allowing electors to opt not to automatically receive mail ballots, directing the secretary of state to purchase twenty-four hour ballot drop boxes and surveillance cameras for each county in the state, and making an appropriation.
