and Van Winkle, prime sponsors, presented House Concurrent Resolution 22-1005,
concerning submitting to the registered electors of the state of Colorado
an amendment to the Colorado constitution concerning judges of the newly
created twenty-third judicial district  Representative Van Winkle
explained the effect of the resolution and discussed its need.  Representative
Weissman provided further detail on the need for the resolution.  Representative
Weissman responded to questions regarding what happens if the voters do
not approve the ballot measure resulting from the resolution, and certain
cross-jurisdictional issues for the judges impacted.  Representative
Van Winkle provided additional input on these issues.
