Representatives Exum and Tipper, co-sponsors, presented Senate Bill 19-231, concerning the Colorado Second Chance Scholarship. The bill creates the scholarship program in the Colorado Department of Higher Education (CDHE) to assist persons who were previously committee to the Division of Youth Services and are pursing a postsecondary credential. The Executive Director of the Colorado Commission on Higher Education (CCHE) must appoint a program coordinator to regularly meet with and support scholarship recipients to set employment and education goals, and to connect students with wraparound services.
