Bill 25-1170, concerning lobbying on behalf of a charitable tax-exempt
nonprofit entity. The bill creates a new category of “nonprofit lobbyist”
and exempts these lobbyists from the registration requirements for professional
lobbyists if certain conditions are met. The bill sponsors responded to
