Representative Bacon
and Ricks, introduced House Bill 21-1168 concerning historically underutilized
businesses in local government procurement. The bill requires local
governments with specific procurement budgets to collect data for five
years and report to the Secretary of State on procurement activities related
to underutilized businesses. The Secreatry of State must share the
data with the Department of Local Affairs who will report the data during
the SMART Act hearings, according to the bill. The bill includes
a definition of the phrase historically underutilized business. Representative
