representing Colorado State Patrol, presented on offenses relating to operating
a vehicle and gave statistics on drivers meeting these criteria, DUI test
refusal, and no proof of insurance.

representing the Monument Police Department/Colorado Association of the
Chiefs of Police, presented on filings in DUI cases.

Kartie Contos, Colorado Task Force on Drunk and Impaired Driving, presented
on their mission, challenges with Colorado's interlock requirements and
the interlock financial assistance program. They also suggested improvements
to DUI enforcement.

Director of Bicycle Colorado, introduced himself as well as Michael White
from the Whiteline Foundation, Michael Daugherty, District Attorney for
Boulder, and Brad Tucker, Founder of Colorado Bike Law. Mr. Piccolo described
the difference between a crash and an accident, that statute has normalized
dangerous behavior, and penalties levied against drivers.

Michael White, founder of the Whiteline Foundation, described his son Magnus White and how he was killed by a distracted driver. He discussed the penalties for careless driving as a traffic offense versus DUI as felonies.

Bike Law, described the key distinction between careless driving and reckless
driving in statute, the current penalties between those two crimes. He
spoke on aligning culpability with consequences.
