Representatives Van Winkle and Snyder,
co-prime bill sponsors,  introduced House Bill 20-1320, concerning
requirements that off-highway vehicles have a certificate of title to be
transferred.  The bill requires that off-highway vehicle transfers
have a certificate of title on or after July 1, 2021.  However, the
agricultural exemption continues.  Private transfers on July 1, 2014,
and before July 1, 2021, are exempt from sales tax.  The bill authorizes
off-highway vehicle dealers to access the Department of Revenue database
containing ownership and lienholder records to prevent fraud.  Finally,
vehicles initially sold on July 1, 2014, and before July 1, 2021, that
were never titled and are being sold again may be purchased, as long as
an affidavit is received from the owner and the affidavit is used to title
the vehicle.
