Representatives Hooton and Liston, co-prime sponsors, presented House Bill 19-1108.  The bill expands the definition of eligible elector and allows individuals who do not reside in Colorado to vote in a special district election if they own property within the district.  Representative Liston distributed a letter from a constituent in support of the bill  (Attachment A).  Representative Hooton provided the committee with the veto letter former Governor Hickenlooper wrote about a similar bill that passed in 2018 (Attachment B).  They responded to questions from the committee.  

Pam Anderson, representing the Colorado County Clerks Association, testified in opposition to the bill.  She responded to questions from the committee.

Evan Goulding, representing the Special District Association, testified in opposition to the bill. He responded to questions from the committee.

James Littlefield, representing the La Veta Fire Protection District, testified in support of the bill. He responded to questions from the committee.

James Berg, representing himself, testified in support of the bill. He responded to questions from the committee.
