Sens. Winter and
Moreno introduced Senate Bill 21-200. The bill directs the Air Quality
Control Commission to promulgate greenhouse gas emission reduction rules
and establish a fee on greenhouse gas emissions, and requires wholesale
generation and transmission electric cooperatives to file a responsible
energy plan with the Public Utilities Commission. The bill creates the
environmental justice ombudsperson and advisory board within the Department
of Public Health and Environment.
