The committee was called to order. A quorum was present. Senator Tate, prime sponsor, presented House Bill 20-1133, concerning land use entitlements affecting real property that has been disconnected from a municipality.  Senator Tate explained the effect of the bill and discussed its need.

Kourtney Hartmann, representing Jefferson County, testified in support of HB 20-1133.

Daphne Gervais, representing Colorado Counties, Inc., testified in support of the bill. Ms. Hartmann responded to questions regarding the status of certain land when a municipality de-annexes under current law. Discussion ensued regarding how a parcel of land disconnects from a municipality, and examples of disconnection. Ms. Hartmann responded to questions regarding services provided to disconnected parcels in the example provided.
