Bill 19-1168 to the committee, along with amendment L.019 (Attachment F).
 The bill requires the Commissioner of Insurance to seek federal approval
to establish a reinsurance program as a state enterprise to lower health
insurance premiums.  The bill requires one-time funding to seek the
federal waiver.
