Senator Mullica, bill sponsor, returned to the committee to present House Bill 25-1290, concerning transit worker safety. The bill was first heard in committee on April 7, 2025, and the  testimony phase was left open. Amendment L.008 (Attachment A) was distributed for consideration.



Emily Laucks, representing City County of Denver, testified in a neutral position on the bill. Adam Paul, representing City and County of Denver, testified in a neutral position on the bill.



Committee members asked questions about RTD interplay with police departments and courts. Further discussion ensued about the Office of the Independent Monitor overseeing the Denver Police Department (DPD) and impact on services. Additional discussion took place about electronic records, policies, and procedures, including Union Station agreement between RTD and DPD. The witnesses discussed assault statistics occurring on public transit.

Chief Steven Martingano, representing Denver Police Department, responded
to questions from the committee about responses to RTD assaults.




Discussion ensued
about co-enforcement, 911 calls, and dispatch. Additional questions were
raised about Amtrak and response by local police. Discussion turned to
RTD operators and safety.
