Recommendation #4 deals with reforming intervention response to substance abuse in secondary schools. Three solutions proposed include performing an needs assessment to gauge the current state of intervention programs in Colorado secondary schools, implementing a screening program program in secondary schools, and increasing funding for Colorado Crisis Services.
