Senators Gardner and Cooke, co-prime sponsors, explained that this bill relocates Article 37.5 of Title 12 to Title 13. Section 2 of the bill makes a conforming amendment, and Section 3 repeals the part where the law was previously codified.

Amendment L.001 (Attachment B) was distributed to changed the effective date of the bill to October 1, 2018.
