Representative Kraft-Tharp made introductory remarks regarding today's presentations.

Joe Barela, Executive Director of the Colorado Department of Labor and Employment (CDLE), introduced himself to the committee and introduced other members of the executive team at CDLE. Director Barela discussed his personal background and the work of CDLE.

Director Barela introduced Scott Moss, Director of the Division of Labor Standards and Statistics within CDLE, to discuss the Colorado Overtime and Minimum Pay Standards Order (COMPS) Order #36. A handout was provided to the committee (Attachment A).

Director Barela provided introductory comments regarding the COMPS Order #36 and the process that was involved in developing the rules.

Director Moss continued the presentation by describing the history of the Colorado Minimum Wage Order. Director Moss discussed the effort undertaken by CDLE to reform the Colorado Minimum Wage Order throughout 2019. Additional details are discussed in Attachment A.

Director Barela introduced Lee Wheeler-Berliner, Managing Director of the Colorado Workforce Development Council. Mr. Wheeler-Berliner provided an overview of the 2019 Colorado Talent Pipeline Report.  A one-page summary of the report was provided to the committee (Attachment B).  The full report can be found here: https://www.colorado.gov/pacific/cwdc/colorado-talent-pipeline-report

Mr. Wheeler-Berliner and Director Barela responded to questions from the committee related to what gaps still remain in the state's workforce development work and what is being done to help adults working minimum wage jobs move into livable wage careers.
