Representative Kraft-Tharp made introductory remarks regarding today's presentations.

Joe Barela, Executive Director of the Colorado Department of Labor and Employment (CDLE), introduced himself to the committee and introduced other members of the executive team at CDLE. Director Barela discussed his personal background and the work of CDLE.

Director Barela introduced Scott Moss, Director of the Division of Labor Standards and Statistics within CDLE, to discuss the Colorado Overtime and Minimum Pay Standards Order (COMPS) Order #36. A handout was provided to the committee (Attachment A).

Director Barela provided introductory comments regarding the COMPS Order #36 and the process that was involved in developing the rules.

Director Moss continued the presentation by describing the history of the Colorado Minimum Wage Order. Director Moss discussed the effort undertaken by CDLE to reform the Colorado Minimum Wage Order throughout 2019. Additional details are discussed in Attachment A.

Director Barela introduced Lee Wheeler-Berliner, Managing Director of the Colorado Workforce Development Council. Mr. Wheeler-Berliner and Director Barela responded to questions from the committee related to what gaps still remain in the state's workforce development work and what is being done to help adults working minimum wage jobs move into livable wage careers.

Tyler Jaeckel, Bell Policy Center, provided testimony to the committee.

Jason Wardrip, Colorado Building and Construction Trades Council, provided testimony to the committee.

Mark Thompson, Southwest Regional Council of Carpenters, provided testimony to the committee.

Eddie Bustamante, Laborers' International Union of North America (LiUNA) Local 720, provided testimony to the committee.

Joe Deras, International Union of Painters and Allied Trades (IUPAT) D 81, provided testimony to the committee. Mr. Deras provided a handout to the committee (Attachment D).

Laura Rizzo, Denver Metro Chamber of Commerce and the Colorado Competitive Council (C3), provided testimony to the committee.

Dennis Dougherty, Colorado AFL-CIO, provided testimony to the committee.

Nina Disalvo, Towards Justice, provided testimony to the committee.

Miguel Mendez, Colorado Center on Law and Policy, provided testimony to the committee.

Kjersten Forseth, Colorado AFL-CIO, provided testimony to the committee.

Alexis Sanchez, El Centro Humanitario and the Direct Action Team, provided testimony to the committee.

Mark Turner, Colorado Nonprofit Association, provided testimony to the committee.  Mr. Turner provided a handout to the committee (Attachment E).

Dan Block, Colorado Chamber of Commerce, provided testimony to the committee.

Loren Furman, Colorado Chamber of Commerce, provided testimony to the committee.

Michael Gifford, Associated General Contractors of Colorado, provided testimony to the committee.

Hailey Shea McMoore, representing herself, provided testimony to the committee.
