Representative Carver and Representative Arndt presented and summarized House Bill 18-1095 concerning educator license requirements for military spouses.

Representative Carver answered questions regarding teacher licensure requirements and the disadvantages to military spouses.

Amy Wasson, representing herself, testified in favor of the bill.  She spoke on her experience with the teacher licensing process and the challenges for employment in Colorado.  Ms. Wasson also answered questions from the committee regarding her experience with teacher licensing programs in other states.

Mollie Raymond, representing herself, testified in favor of the bill.  She spoke on her experience as a military spouse.

Martin Dempsey, representing the U.S. Department of Defense, testified in favor of the bill.  He spoke on other states that have implemented teacher licensing programs for military spouses.

Mr. Dempsey answered questions from the committee regarding licensing programs in other workforce areas.

Christine Baldwin, representing herself, spoke in favor of the bill. She spoke on her experience as a military spouse and a teacher in Colorado.

Jamie Brown, representing herself, spoke in favor of the bill.  She spoke on her experience as a teacher and military spouse.  She answered questions regarding her experience in the public school system.

Damion Pechota, Legislative Council Staff, distributed a memorandum on the House Education Sunset Review [Attachment E], a memorandum on the susnset review process [Attachment F], the Department of Regulatory Affairs (DORA) report on the Colorado Youth Advisory Council [Attachment G], and the draft bill for the Sunset Review of the Colorado Youth Advisory Council [Attachment H].

Ellen Graham, representing DORA, provided an overview of the Colorado Youth Advisory Council and said that DORA is recommending continuation indefinitely.

Ms. Graham answered questions from the committee regarding meeting attendance and participation.

Randle Loeb, representing himself, testified in favor of the Colorado Youth Advisory Council. He spoke on the importance of youth participation.
