The bill requires the Office of the State Auditor (OSA) to contract with a public or private entity to conduct a performance audit of the statewide implementation of the public school accountability and accreditation system by October 1, 2020.  The OSA must ensure the performance audit is completed by October 1, 2021.  The bill is repealed July 1, 2022.

Representative Mullica and Representative McKean, co-prime bill sponsors, presented House Bill 20-1358.  The bill requires tpublic schools to provide training on the recognition of the signs and symptoms of seizures, and the appropriate steps for seizure first aid.  The training must be given to relevant school personnel who have direct contact with and supervision of students who have a seizure disorder.

Representative Michaelson Jenet and Representative Van Winkle, co-prime bill sponsors, presented Senate Bill 20-023. The bill creates the 11-member Colorado Interagency Working Group on School Safety (working group) in the Department of Public Safety.  The working group, comprised of state and local agency officials, is tasked with increasing coordination of school safety programs across state government and reporting annually to the governor and the state legislature.

The The bill modifies the evaluative criteria used by the Colorado Department of Education when evaluating grant applications made to the Student Re-engagement Grant Program, the Services for Expelled and At-Risk Students Grant Program, the School Bullying Prevention and Education Grant Program, and the Behavioral Health Care Professional Matching Grant Program.

The bill expands the state income tax deduction for contributions to a CollegeInvest qualified state tuition program account (529 account) to allow the deduction for 529 account contributions that are used for K-12 public, private, or religious education purposes.

The bill makes changes to state law related to programs intended to address the educator shortage.  Current law contains a grow your own educator program that allows students in their final  36 credits at an institution of higher education to be a teacher of record at a local education provider (LEP), as well as a grant program for LEPs to cover tuition costs for teachers of record. The bill repeals and reenacts the program, including the grant program, as discussed below.
