Under current law, 100 percent of excess funds under the Senior and Disabled Veterans Property Tax Exemption are transferred to the Senior Services Account within the Older Coloradans Cash Fund. The bill transfers 95 percent of any excess funds to the Older Coloradans Cash Fund and transfers the remaining 5 percent to the Veterans Assistance Grant Program Cash Fund in the Department of Military and Veterans Affairs.

Representative McCann introduced House Bill 16-1090. The bill limits the premium that a person may charge for offering assistance in recovering the balance of the purchase price of a foreclosed property after all liens and claims against the property have been satisfied. It also reduces the period during which the public trustee must hold these funds before transferring the funds to the Unclaimed Property Division of the State's Treasurer's Office from five years to two years. Representative McCann also distributed and discussed amendment L.001 (Attachment A).

Representatives Landgraf and Primavera introduced House Bill 16-1075. The bill reestablishes the voluntary contribution designation (or income tax checkoff) benefitting the Alzheimer's Association Fund. The income tax checkoff will be available for income tax year 2016 if it becomes law before any other income tax contribution other than the 14 currently listed on the 2015 state tax return. Otherwise, the income tax checkoff will be placed in the tax checkoff queue. The income tax checkoff will be available for five income tax years beginning the year it first returns on the individual income tax form.

Representatives Brown and Court introduced House Bill 16-1030. The bill, as amended by the House Local Government Committee, allows local governments, acting by ordinance or resolution, to require off-highway vehicle (OHV) operators to have a driver's license and/or carry liability insurance, except that a local government cannot make these requirements for OHVs during emergency conditions or for those OHVs used for agricultural purposes. The bill also requires local governments that choose to allow at-grade crossings on a state highway to notify the Colorado Department of Transportation. Representatives Brown and Court distributed and discussed amendment L.007 (Attachment B).
