04:13 PM -- HB16-1079
Representatives Becker, K. and Singer, co-primes sponsors, introduced House Bill 16-1079. The bill directs the Commissioner of Agriculture to promulgate rules, in consultation with DOR's Marijuana Enforcement Division (MED), for a program to enable consumers to identify retail and medical marijuana and industrial hemp cultivated and processed without the use of pesticides. The Colorado Department of Agriculture will certify third parties that can determine whether the marijuana or hemp that is cultivated or processed at a particular premises or land area is free of pesticides. In addition, this bill allows marijuana product labels to include a standardized notification that the marijuana has been certified as being pesticide-free. Representatives Becker and Singer discussed the amendments passed in the House Public Health Care and Human Services Committee. They answered several questions from the committee.
04:28 PM -- Ms. Sarah Clark, representing Smart Colorado, came to the table to testify against bill. She answered several committee questions.
04:37 PM -- Ms. Belita Nelson, representing a group of Southern Colorado hemp growers, came to the table to testify in support of the bill with a possible amendment. She answered several committee questions.
