Representative Kennedy, prime sponsor, presented House Bill 17-1079, which continues the Wholesale Food Manufacturing and Storage Protection Program at the Colorado Department of Public Health and Environment (CDPHE). The program is set to expire on July 1, 2017. The bill restructures the program fees and creates a $100 annual application fee to be paid by all wholesale food manufacturing and storage businesses. Representative Kennedy distributed and explained amendments L.001 and L.002 (Attachments B and C, respectively). Representative Kennedy also distributed a table illustrating the fee change if amendment L.003 is adopted (Attachment D). Ms. Clare Pramuk, Legislative Council Staff, addressed questions from the committee about the estimated fiscal impact of the bill.
