Representatives Kennedy and Landgraf, co-prime sponsors, presented House Bill 18-1212, which creates a new facility license for freestanding emergency departments and requires such facilities to be licensed by July 1, 2021.  Committee members received a memo about the fiscal impact of amendment L.003, prepared by Legislative Council Staff [Attachment A], amendment L.005 [Amendment B], and a sample bill from an emergency room visit [Attachment C].  The bill sponsors responded to committee questions.
