HB25-1036 - Amended, referred to House Appropriations

Representative Velasco,
sponsor, presented House Bill 25-1036. The bill creates the Missing and
Murdered Indigenous Relatives (MMIR) special license plate to be issued
by January 1, 2026. The license plate will be available to applicants that
pay two one-time fees of $25 each, in addition to standard license plate
fees and taxes to the Department of Revenue (DOR). Applicants must also
make a minimum $25 donation to the Office of the Liaison for MMIR in the
Department of Public Safety (DPS). Donations to the office must be used
to support its duties and to provide financial support to MMIR families.

The license plate is available to all applicants who make a donation to the Colorado Eagles Charities, Inc., and pay two one-time fees of $25, in addition to standard license plate fees and taxes to the Department of Revenue (DOR). The license plate will be available starting January 1, 2026, or when the department is able to issue the plates. Rep. Weinberg responded to questions from committee members.

Representative Suckla, sponsor, presented House Bill 25-1071. As amended
by strike-below amendment L.001, beginning in FY 2025-26, the bill requires
that all money in the Peace Officer Training and Support Fund be distributed
to counties and federally recognized tribal governments according to a
new distribution formula. The distribution formula directs that 50 percent
of funding to be distributed equally among all counties and tribes and
that 50 percent of funding be distributed among counties and tribes in
proportion to their populations. Representative Suckla provided a fact
sheet (Attachment E) and distributed amendment L.001 (Attachment F).
