The bill makes various changes to Colorado income tax policy, including income tax credits and exemptions, and the tax treatment of certain insurance companies. The chair announced that the bill would be laid over after witness testimony.

prime bill sponsor, presented House Bill 25-1260, concerning the resiliency
of the systems that provide electricity in relation to geomagnetic storms.
The bill requires evaluating and reporting on the state’s electric generation
and grid resilience against geomagnetic storms. Representative DeGraaf
distributed and discussed amendment L.005 (Attachment B). Representative
DeGraaf responded to questions from the committee.

The bill requires the Colorado School of Public Health in the University of Colorado, with assistance from a newly created analysis collaborative, to create a report on model legislation for a universal single-payer health care system.

HB25-1281 - Amended, referred to House Appropriations

Representatives Lindstedt and Suckla, co-prime sponsors, presented House Bill 25-1281.  The bill adds kei vehicles to the definition of a motor vehicle, allows for the titling and registration of kei vehicles beginning July 2027, and creates a new Class B traffic infraction of driving kei vehicles on certain roadways or highways.  The sponsor distributed and explained amendment L.006 (Attachment D), and responded to questions from the committee.  The sponsors only provided two fact sheets (Attachments E and F).
