to the House Health and Human Services Committee. The bill requires large
employer health benefit plans to cover doula services to the same extent
and with the same provider qualification requirements as required by Medicaid.
It requires the Department of Regulatory Agencies to submit a state defrayal
determination to the federal Department of Health and Human Services for
other state-regulated insurance plans and require coverage upon confirmation
or after 365 days if no response is received. The bill mandates hospitals
that provide labor and deliver or neonatal care services to participate
in at least one maternal or infant health quality improvement initiative
and meet reporting requirements. The bill requires the Department of Public
Health and Environment, in collaboration with the Perinatal Quality Collaborative,
to: create the Perinatal Health Quality Improvement Engagement Program
to distribute grants to select hospitals to meet the mandate; track implementation
of the recommendations of the Colorado Maternal Mortality Review Committee;
implement their own initiatives to improve maternal mortality and morbidity;
and address discrepancies in care. The bill requires the Department of
Health Care Policy and Financing to cover over-the-counter choline supplements.

order for this fee, and instead allows a delegate child support enforcement
unit to impose the fee when approved by a county child welfare unit. It
also removes the requirement that the fee be based on the parentâs ability
to pay and that the payment must cover the costs of a guardian ad litem.
The bill also affects the assignment of child support for foster care.
Current law requires the Department of Human Services to reimburse for
child support for the out-of-home placement costs for children placed in
foster care. The bill restricts these assignments to current child support
obligations only, excluding previously accrued amounts. Additionally, a
child support enforcement unit can enforce these child support obligations,
if a county child welfare unit determines a referral is appropriate.

year, the bill requires the Department of Human Services (CDHS) to update
the departmentâs annual equity, diversity, and inclusion (EDI) report
in collaboration with county departments. This includes reporting on the
stateâs progress in addressing data challenges in the child welfare case
management system and progress in training child welfare staff on demographic
data collection. The CDHS must also strengthen EDI training for child welfare
staff and evaluate the impact of the trainings, and may extend the trainings
to other child welfare agencies and entities. Any changes to the child
welfare allocation funding model must consider resources to improve equitable
outcomes.
