The primary bill
sponsors, Representatives Bird and Woog, introduced House Bill 25-1146
to the House Health and Human Services Committee. The bill increases the
number of “emergency detention beds” available under the statewide juvenile
detention bed cap from 22 to 39, and allows more flexibility on when the
beds may be used. The bill also establishes a pilot program at one detention
and one commitment facility, requiring the Division of Youth Services (DYS)
staff supervising youth to wear body-worn cameras during interactions.
After the pilot program is established, the DYS must establish policies
and procedures concerning body-worn cameras. The bill creates the Deflection
and Community Investment Grant Program in the Division of Criminal Justice
in the Colorado Department of Public Safety. The program provides competitive
grants for three years to implement a mixed-delivery system of trauma-informed
health and development deflection programs for youth. Finally, the bill
makes procedural changes to the juvenile justice system, including repealing
infrequently used provisions for expanding detention capacity and streamlining
case dismissal for low-level charges when juveniles are found incompetent
to proceed.

SB25-166 - Referred to the Committee of the Whole

sponsor, Representative Feret, introduced Senate Bill 25-166 to the House
Health and Human Services Committee. The bill requires incentive payments
to include a performance metric related to workplace violence in hospital
settings. Starting July 1, 2026, and annually thereafter, the Department
of Health Care Policy and Financing must assess whether each hospital has
adopted a policy to address workplace violence and submitted required reports
on incidences of violence against staff to the Department of Public Health
and Environment. Hospitals with fewer than 100 beds are exempt from these
reporting requirements.

SB25-152 - Amended, referred to the Committee of the Whole

sponsors, Representatives Garcia Sander and Feret, introduced Senate Bill
25-166 to the House Health and Human Services Committee. The bill expands
the Medical Transparency Act to require select regulated medical practitioners
to communicate information about their state-issued qualifications: verbally
upon first meeting a patient, when practicable; via worn name tag, if they
are practicing at select facilities that are licensed or certified by the
Department of Public Health and Environment; and in any advertisements
(including business cards and letterheads) that identify them by name.
The bill also prohibits these advertisements from falsely representing
any of the practitioner’s qualifications. Exemptions for communicating
state-issued qualifications are provided for practitioners who have safety
concerns or who do not interact with patients directly.

25-164 to the House Health and Human Services Committee. The bill requires
the State Board of Health in the Department of Public Health and Environment
to: create and maintain a list of entities that will be eligible to distribute
opioid antagonists that will be used in place of the static list currently
in state law; consult with and hear presentations from the Colorado Youth
Advisory Council concerning the youth opioid epidemic; and present information
on youth overdose prevention as part of the SMART Act hearings. The bill
also clarifies when opioid antagonists can be administered on school grounds
and allows schools to keep opioid antagonists in defibrillator storage.
