Representative Beckman and Representative Kipp, bill sponsors, presented Senate Bill 19-015 to the committee.  The bill creates the Health Care Legislative Review Committee (HCLRC) as an ongoing interim committee of the General Assembly.  The HCLRC will study health care issues affecting Colorado residents and includes members of the legislative health committees.  Amendment L.007 was distributed to the committee (Attachment A).

Representative Landgraf and Representative Roberts, bill sponsors, presented Senate Bill 19-073 to the committee.  The bill requires the Department of Public Health and Environment (CDPHE) to create and administer a statewide electronic system that allows qualified individuals to upload and access advance medical directives.  The bill also requires CDPHE to promulgate rules and contract with one or more health information organization networks for the creation, administration, and maintenance of the system.

SB19-195 - Referred to House Appropriations

Representative Landgraf and Representative Froelich, bill sponsors, presented Senate Bill 19-195 to the committee.  The bill requires the Department of Health Care Policy and Financing (HCPF) and the Department of Human Services (DHS) to work collaboratively to provide Medicaid-covered wraparound services for children and youth at risk of out-of-home placement or who are currently in out-of-home placement.  DHS is also required to create three new tools to assess, screen, and provide a single referral and entry point for children with mental or behavioral health issues.  The Department of Public Health and Environment (CDPHE) must provide free training for providers on these tools.
