Representative Lawrence presented Senate Bill 17-033, along with a strike-below amendment (Attachment A). The reengrossed bill allows a professional nurse to delegate to another person, after appropriate training, the dispensing authority of an over-the-counter (OTC) medication to a minor with the signed consent of the minor's parent or guardian. In order to delegate, the professional nurse must have written authorization, which may include standing orders, from the health care provider with prescriptive authority. It also allows advanced practice nurses to delegate medical functions to a professional nurse or practical nurse, consistent with the medical plan prescribed by a physician, podiatrist, or dentist.
