Representative McKean, prime sponsor, presented House Bill 17-1050, concerning the annual in-service training required for a county sheriff. Committee members received a fact sheet in support of the bill (Attachment A). Representative McKean explained the effect of the bill. Representative McKean responded to questions regarding the adequacy of the training time provided for in the bill. The following person testified regarding the bill:

02:09 PM -- Mr. Chris Johnson, representing the County Sheriffs of Colorado, testified in support of the bill. Mr. Johnson addressed the earlier question, and discussed the merits of the legislation. In response to a question, Mr. Johnson clarified the effect of the bill in terms of the number of hours required for Peace Officer Standards and Training (P.O.S.T.) training. Ms. Kerry White, Legislative Council Staff, provided input on the issue. Mr. Johnson responded to questions regarding the effect of the bill on the amount of required law enforcement training as compared to current practice. Discussion ensued on the tension between executive rules and statute on the issue of P.O.S.T. training under current law.
