The committee was
called to order. A quorum was present. Representative Taggart, prime sponsor,
presented Senate Bill 24-063, concerning the confidentiality of discussions
in a peer support setting. Representative Taggart explained the effect
of the bill and discussed its need. Representative Taggart responded to
questions regarding what constitutes a peer support program under the bill,
and the scope of participants in these programs.

Ms. Jenna Reed, representing
the Mesa County Sheriff's Office, testified in support of the bill. Mr.
Jason Bailey, representing the Mesa County Sheriff's Office, testified
in support of the bill. Mr. Ross Young, representing Mesa County Sheriff's
Office, testified in support of the bill. Josh Downing, representing Cdps/Colorado
State Patrol, testified in support of the bill. Dr. Jack Digliani, representing
Multiple Police & Fire Departments and first-responder psychologists,
testified in support of the bill. Discussion ensued regarding incident
debriefing, and the impact of the duty to intervene and report on peer
support confidentiality. Discussion followed regarding critical incident
analysis as compared to debriefing, and peer support infrastructure within
a police department. Discussion turned to peer support guidelines and standards.
Mr. John Seward, representing EMSAC, testified in support of the bill.
