The committee was called to order. A quorum was present. Representative Weissman, co-prime sponsor, presented House Bill 24-1450, concerning the nonsubstantive revision of statutes in the Colorado Revised Statutes, as amended, and, in connection therewith, amending or repealing obsolete, imperfect, and inoperative law to preserve the legislative intent, effect, and meaning of the law. Representative Weissman explained the effect of the bill and discussed its need. No one testified regarding HB 24-1450. Representative Weissman explained the effect of amendment L.001 (Attachment A).

Representative Herod, prime sponsor, presented Senate Bill 24-187, concerning the scope of security measures for the Judicial Department.  Representative Herod explained the effect of the bill and discussed its need.

Steven Vasconcellos, representing Colorado Courts, testified in support of the bill.

Mike Honn, representing the Colorado State Patrol, testified on SB 24-187 from an amend position.

No amendments were offered to SB 24-187. Representative Herod provided closing remarks in support of the bill. Representative Weissman weighed in on the bill.

Representatives Bacon and Armagost, prime sponsors, presented House Bill 24-1445, concerning measures related to supervision conditions. Representative Bacon explained the effect of the bill and discussed its need. Representative Armagost provided additional input on the merits of the legislation. Discussion ensued regarding fees collected under the bill.

Ms. Bri Buentello, representing Stand for Children Colorado, was available to answer committee questions.

Glenn Tapia, representing Colorado Courts and Probation, testified to amend the bill.

Dana Wilks, representing Colorado Courts and Probation, made herself available to answer questions.

Natalie Perez, representing herself, testified in support of the bill.

Jenny Catchings, representing Justice Action Network, testified in support of the bill.

Tristan Gorman, representing Colorado Criminal Defense Bar, was available to answer committee questions.

Mr. Tapia responded to questions regarding probation and indigency. Discussion ensued regarding fees and restitution that are levied upon probationers, and statistics associated with indigency and probation.

Representative Bacon explained the effect of amendment L.002 (Attachment B). Aaron Carpenter, Legislative Council Staff, responded to questions regarding the fiscal impact of the amendment.

Representative Weissman explained the effect of the bill and discussed its need. Anaya Robinson, representing ACLU of Colorado, testified to amend the bill. Jefferey Riester, representing Department of Law, testified in support of the bill. Ms. Jessica Dotter, representing Colorado District Attorneys' Council, testified in a neutral position on the bill. Shannon Johnson, representing themself, testified in support of the bill. Discussion ensued regarding amendment L.003 (Attachment D), and potential criminal charges under current law as compared to under SB 24-189.
